A thirty year veteran in the aviation industry, Mr. Cubillos provides  solutions with an innovative  approach for a range of business services for both startup and existing airlines, large and small. From general information and basic planning to comprehensive technical solutions and project management geared towards FAA (Federal Aviation Administration) compliance. By leveraging the latest techniques in information technology, he assists our clients in structuring a plan that is right for their organization. Mr. Cubillos primary profession was secured in Air Carrier Airworthiness, however during his tenure he has been responsible for several different facets ranging from acquisitions, fleet planning, audits, contract negotiations, aircraft leasing, purchasing & logistics, technical publications, project management including air carrier certification and information technology. He has assisted in the certification and re-certification of air carriers under 14 CFR Part 121 and the Air Transportation Oversight System (ATOS) as the assigned liaison with the FAA Certification Project Manager. Mr. Cubillos has held numerous positions in the aviation industry from a maintenance technician, Director of Maintenance and Vice President of Airworthiness, giving him a unique perspective on all aspects of the Airworthiness responsibility.

Additional Project Experience Details:

  • Complete restructuring of the Technical Publications department, including the standardization of publication software for the entire set of company approved and accepted manuals for Silver Airways.

  • Developed a HTML form process transforming the paper medium into a digital solution for more efficient accountability of manuals throughout Silver Airways organization.

  • Development of a reporting system for the entire set of company regulated manuals.

  • Established a manual revision process from the manual Interface level through the distribution phase of all manual permanent and temporary revisions and bulletins dictated by the regulatory body for Silver Airways.

  • Introduced project management software solution for the efficient management of Silver Airways projects in a virtual environment meeting company needs.

  • Assisted in developing a safety reporting system during the establishment of a 14 CFR Part 135 operation for the Maryland State Police Aviation Command.

  • Assisted in the development of many projects through the use of Microsoft Project software.

  • Established and configured team collaboration sites for several company projects to increase project efficiency, organization and accountability along with an effective time management component.

  • Development of a Maintenance Technician Airworthiness Examination Database System of test questions for new entrant Aviation Maintenance Technicians for the Nigerian Civil Aviation Authority.

  • Participated in Air Transportation Oversight System (ATOS) audits for potential new entrant air carriers and air carriers seeking the addition of a new aircraft type on existing 14 CFR Part 121 operations in the USA

Prior professional experience, Mr. Cubillos served as:

DIRECTOR, TECHNICAL OPERATIONS; World Atlantic Airways, Inc. (2008 to 2009)

  • As a member of the directorship reporting to the President and CEO; responsible for all aspects of the Company’s technical operations including information technology, aircraft maintenance, maintenance planning, technical publications and purchasing and logistics.

  • Certification Project Manager (CPM) with direct liaison to the FAA and DOT to incorporate the B737 aircraft into existing fleet and bring airline into ATOS compliance.

  • Review, negotiate and manage company strategic proposals and agreements, to include aircraft and building agreements, for critical operations to reduce acquisition costs and improve net profitability.

  • Involved in strategic business and financial planning, sourcing, product development, cost management and business conceptual objectives to build a smooth-running and cost effective operation during significant airline growth.

  • Develop and implement operational policies and procedures

  • Managed the company’s IT structure, connectivity and implementation of software to assist in the new aircraft addition and ATOS compliance.

VICE PRESIDENT, AIRWORTHINESS; Caribbean Sun Airlines, Inc. (2007 to 2008)

As a member of the Leadership Team for this $250 million regional airline holding company to support two Caribbean airlines with direct report to the President and CEO; responsibility lied in managing the airworthiness team to ensure compliance along with established objectives for Caribbean Sun Airlines and Caribbean Star Airlines, an Antiguan based airline. Managed three direct reports and 90 indirect professionals in eight locations.

  • Generated $16M of profit on 30% margin via the sale of four newly purchased Bombardier Dash 8 Q300’s

  • Business conceptualizing and strategic planning for expansion of Caribbean operation, new aircraft acquisition and revenue growth, including but not limited to budgeting, development and implementation of operational initiatives within the fleet, maintenance, quality control, fuel management and purchasing departments through their respective directors and managers.

  • Led the Airworthiness team of Caribbean Star Airlines in the successful sale and transition to LIAT airlines in Antigua.

  • Responsible in leading Caribbean Sun Airlines’ Airworthiness team through the new aircraft certification process (NAPD) for the incorporation of the B737 aircraft into existing DeHavilland Dash 8 fleet.

DIRECTOR, FLEET PLANNING, PURCHASING & LOGISTICS: Caribbean Sun Airlines, Inc. (2005 to 2007)

  • With direct report to the President and CEO of Caribbean Sun and Caribbean Star Airlines, managed fleet planning, aircraft leasing and inventory control divisions. Managed one direct report and 15 indirect team members.

  • Negotiated the acquisition of four new Bombardier Dash 8 Q300’s aircraft into Caribbean Star Airlines existing Dash 8 fleet.

  • Maintained relations with aircraft Lessors; negotiated lease and technical service agreements; tracked lease payments and assessed the market on aircraft and engine lease opportunities.

  • Planned and organized the aircraft light and heavy maintenance providers selection. Aligned the maintenance requirements with airline maintenance division and aircraft technical service providers. Established relations and cooperated with aircraft spare parts’ providers.

  • Presented the feature “Turboprops - How Strong a Come Back” on a live web telecast for Air Transport World (ATW), a leading publication reaching airline industry executives globally.

DIRECTOR, MAINTENANCE, Caribbean Sun Airlines, Inc. (2001 to 2005)

Directly reporting to the General Manager with the goal of certifying a new airline in the Caribbean region. After its successful certification, ensured and monitored standards for safety and quality of work while in continual compliance with federal regulations, company policies, applicable manuals, publications, and directives. Managed three direct reports and 40 indirect team members within the maintenance, purchasing, logistics and administrative departments.

  • Liaison with the FAA during the entire certification process including the development of manuals for the operation under System Safety Process by FAA FSDO and CSET.

  • Developed a Continuous Airworthiness Maintenance Program (CAMP) for new entrant carrier.

  • Established a complete maintenance organization to maintain a fleet in a passenger 121 operational environment and provided guidance, supervision, and direction for the maintenance team.

DIRECTOR, MAINTENANCE, International Aviation Corp. (1999 to 2001)

  • Reported directly to the President of an aircraft leasing company, oversaw the maintenance on a portfolio of four L-1011 and seven B-737 aircraft. Collaborated with the Air Carrier’s Director of Maintenance (Lessee), confirming that all maintenance requirements were adhered to in an efficient, safe and cost effective manner with the leasing company’s workforce. Managed three direct reports with 30 indirect team members.
